09 Sep 2026 | Public Universities in Germany: What to Check 2027-2028: Complete Guide for Indian Students

Introduction
For Indian students planning a Master's degree in Germany for Summer 2027 or a later intake.
Public universities in Germany for Indian students can offer Master's programmes with no tuition at many state institutions, but “public” does not automatically mean “free”. Tuition exceptions exist, admission requirements vary by programme, and selected Indian Master's applicants now face an important new dMAT requirement for Summer Semester 2027 and later intakes.
The safest approach is to verify the institution first, then check the exact programme's academic requirements, tuition, APS and dMAT status, application route and deadline. That is more reliable than starting with a generic “top universities in Germany” list.

What to check |
Current position |
What you should do |
|
University recognition |
German state and state-recognised institutions meeting the required criteria are included in the HRK Higher Education Compass |
Verify the institution before shortlisting. |
|
Public university tuition |
Most Master's programmes at state institutions generally have no tuition, but important exceptions exist. |
Check the exact university and programme fee page. |
|
APS |
APS verifies academic documents and qualifications issued by Indian institutions. |
Check whether APS applies to your case. |
|
dMAT |
Confirmed for selected applicants for Summer Semester 2027 and later Master's intakes. |
Check whether your previous degree is in an affected field. |
|
Master's deadlines |
Programme-specific |
Verify the exact programme deadline rather than relying on one Germany-wide date. |
|
2027 blocked-account amount |
Not yet confirmed in the official sources checked |
Recheck immediately before your visa process. |
What this entails: the change in figures should not be estimated in 2027 using the figures in 2026 without first confirming that there are already requirements that are certain to happen by 2027 such as dMAT.

What to do to Check the Recognition of a German University?
Do not begin your shortlist with rankings, social-media posts or university lists copied from other websites.
The Higher Education Compass inclusion criteria published by the German Rectors' Conference state that included institutions must be state or state-recognised German universities and that their academic programmes must meet the relevant approval or accreditation requirements.
A sensible verification process is therefore:
- Search for the university in the Higher Education Compass.
- Confirm that the programme you want actually exists.
- Open the university's own programme page.
- Check admission, language, tuition and deadline requirements there.
Recognition confirms the institution's status. It does not mean that every Master's programme at that university will accept your academic background.

Are Public Universities in Germany Tuition-Free?
The accurate answer is: many are tuition-free for most Master's programmes, but not all.
According to DAAD's official guidance on study costs and tuition, there are generally no tuition fees for most Master's courses at state higher education institutions. However, exceptions exist, including continuing-education Master's programmes, tuition for many non-EU students in Baden-Württemberg and institution-level tuition that may apply in Bavaria.
Important Tuition Exceptions
|
Situation |
Current rule |
|
Most state institutions |
Most Master's programmes generally have no tuition fees. |
|
Baden-Württemberg |
Many non-EU students are charged €1,500 per semester, subject to applicable exemptions. |
|
Bavaria |
Universities have the option to either charge EU/EEA students a tuition fee. |
|
Technical University of Munich |
Most newly-admitted third-country Master students have programme-specific tuition, typically either €4000 or €6000 a semester. |
The TUM amounts can be checked directly on the university's official tuition page for students from non-EU countries.
Tuition is also different from the semester contribution. DAAD currently states that semester contributions generally range from €70 to €430, depending on the institution.
Practical rule: never assume “public university = free university”. Check the fee structure for the exact Master's programme.

What are the Admission Requirements of the Masters?
No unified admission criterion exists that encompasses all the German resulting universities.
Based on the uni-assist's official Master's admission guidance, the requirements to apply to the program are usually undergraduate completion in a similar field, and the degree needs to be similar to a German Bachelor degree. Colleges could then add more requirements like grades, internships, subject requirements, language requirements and programme requirement.
Before keeping a programme on your shortlist, check:
- Whether your Bachelor's subject is relevant.
- Whether specific modules or academic subjects are required.
- Whether a minimum grade applies.
- Whether experience or internships are required.
- Which language proof is accepted.
- Which application procedure applies.
- The deadline for your applicant category.
This is why two Master's programmes with similar names can have very different eligibility requirements.
Do Indian Master's Applicants Need dMAT in 2027?
For selected applicants, yes.
APS India's official dMAT guidance confirms that dMAT becomes a required part of APS documentation for affected applications relating to the Summer Semester 2027 Master's intake and subsequent intakes, unless a transitional exemption applies.
The published affected fields currently include:
- Engineering
- Commerce, Accounting, Finance and Economics
- Business and Management
dMAT Decision Path
Applying for a Master's beginning Summer Semester 2027 or later?
If no, check the APS requirements applicable to your actual intake.
If yes, check your previous degree field.
If your degree falls within Engineering, Commerce, Accounting, Finance, Economics, Business or Management, review the official dMAT affected-fields guidance and any applicable exemptions.
If your degree is interdisciplinary and you are unsure where it falls, do not decide based only on the degree title.
dMAT is additional to APS. It does not replace APS document verification. APS India continues to verify academic documents, while dMAT is administered separately.
This is one of the most important changes for Indian students planning Germany applications for 2027.
What Exactly Does APS Do?
The Academic Evaluation Center India verifies academic documents and educational qualifications issued by Indian institutions for applicants intending to study in Germany. Its certificate is generally required as part of German student-visa documentation.
APS does not decide whether:
- a German university admits you;
- your German visa is approved; or
- you meet every programme-specific academic condition.
Those are separate decisions made by universities and the competent German visa authorities.

Is there any Master Programmes taught in English?
Yes.
uni-assist certifies that there are Master courses that are taught in English and that language requirements vary according to programmes.
The DAAD degree programme database also enables students to filter the programmes by the degree type, institution, the course language, location, semester and deadlines of admission.
It is easy, just because you have to find the appropriate programmes using an official database and after that you have to check about the final-English requirement on the university-page.
Do not think that one university will accept IELTS, TOEFL or a Medium of Instruction letter which another university will automatically accept.

How to Shortlist Public Universities in Germany for Indian Students
Never select universities based on the mere fact that they are listed in a pile of 10 ranking.
The DAAD CHE University Ranking methodology explicitly eschews generating a single overall score of a university and elaborates that the performance of the university should be viewed on a subject and an individual basis.
A stronger Master's shortlist uses this order:
|

|

How does the institution perform in your subject? |
The better order is eligibility first, programme fit second, affordability third, ranking after that.
An expensive university with which you fail to gain admission is not a good alternative.
Direct Application, uni-assist or VPD?
Germany does not use one application procedure for every institution.
Some universities accept direct applications. Others use uni-assist for international-document evaluation, while some require a VPD, or Preliminary Review Documentation.
Under the official uni-assist VPD procedure, uni-assist evaluates your documents and issues the VPD. You must then submit the VPD directly to the relevant university before its own deadline.
Current uni-assist handling fees are €75 for the first chosen course in a semester and €30 for each additional chosen course in the same semester. Some universities cover these costs for applicants.
Always confirm the procedure for the exact programme before submitting anything.
What Are the Master's Application Deadlines?
There is no universal Master's deadline for Germany.
The uni-assist deadlines guidance states that 15 July is a common deadline for many programmes beginning in the winter semester and 15 January is common for many programmes beginning in the summer semester. However, it explicitly warns that individual programmes, particularly Master's courses, can have earlier deadlines.
So this statement is misleading:
“The Germany Master's deadline is 15 July.”
A better statement is:
“15 July is common for many winter-semester programmes, but applicants must check the exact Master's deadline published by the university.”
For 2027–28, work backwards from your actual programme deadline and allow enough time for academic documents, APS, dMAT where applicable and the relevant application route.
How Much Money Is Required for the German Student Visa?
The German Missions in India study-visa guidance currently lists a blocked-account amount of €11,904 for the first year, with a withdrawal limit of €992 per month.
However, this is the amount currently published in 2026. It should not be presented as a guaranteed 2027 or 2028 figure.
Indian students applying in 2027 should verify the amount again on the German Missions in India website immediately before arranging their proof of funds.
Indian Student: Can we work and study simultaneously?
With existing regulations, the maximum number of full or half-days that third-country students are allowed to work is 140 and 280, respectively. Another regulation permits purchasing a maximum of 20 hours/week of labor during the lecture time.
The full rules are available in the German government's official Study and Work guidance.

After completing a German university degree, eligible third-country graduates may obtain a residence permit for up to 18 months to look for qualified employment. During that period, the official guidance allows them to take up employment while searching.
See the government's official guidance on prospects after graduation for the current conditions.
Part-time employment should be able to save you, but at the same time should not be an alternative to proper financial planning prior to your departure out of India.
Some Common Mistakes You should Avoid doing
- Suppose all state universities are tuition-free: There are significant tuition exceptions, and so before enrolling in a programme, find out its fee.
- Ranking universities first, then determining their eligibility: Academics and program requirements are to be considered first and then rankings should be made.
- Exception to dMAT requirements 2027 applications: Applicants to the Master who have been selected in an affected subject must verify dMAT requirements by Summer Semester 2027 and subsequent intakes.
- Taking 15 July or 15 January as universal Master deadlines: These are generic dates, but lots of Master programmes have their own deadlines or even earlier.
- Applying the 2026 blocked-account amount to a 2027 visa plan: The figure used in the financial requirements keeps evolving and the newest official number must be checked before making arrangements to provide evidence of funds.

No. APS checks academic qualifications. German higher education institutions retains the admission decisions.
Conclusion
Public universities in Germany for Indian students can provide strong Master's opportunities, but the right programme depends on much more than tuition or university reputation.
For 2027–28, start with academic eligibility, then verify tuition, language requirements, APS and dMAT status, application procedure and the exact programme deadline. Treat changing visa figures separately and recheck them close to your visa application.
The biggest mistake is assuming that every German public university follows one national set of admission, tuition and deadline rules. It does not.
